  • Konsultacje Aktu o europejskiej przestrzeni badawczej
The European Commission invites you to participate in consultations on the European Research Area Act. Until 10 September this year, researchers, academic organisations, entrepreneurs and all interested parties can submit scientific research and analyses on this topic to the EC.
The European Commission has announced a call for comments on the future European Research Area Act, which will address the challenges of establishing a single market for researchers, knowledge and technology – often referred to as the EU's fifth freedom.
The main objectives of the ERA Act are to increase the EU's competitiveness and its ability to attract investment and top talent, stimulate innovation, close the EU's innovation gap with other major economies, and make the EU the most attractive place in the world for researchers and innovators.
In addition, the new rules aim to address issues such as fragmented regulatory frameworks, uneven investment in research and development, and barriers to knowledge sharing and interdisciplinary, cross-sectoral and international collaboration.
The call for comments is addressed to all interested parties from national and regional administrations and communities involved in research and innovation, including higher education institutions, vocational education and training institutions, research organisations, research and scientific communities, private sector companies, including SMEs, technology centres, research and technology infrastructures, scientific advisory and technology assessment structures and organisations, scientific publishers and the general public.
The EPR Act, to be adopted in the second half of 2026, will focus on harmonising investment in research and development, reducing disparities and aligning research and development policies across Member States. This will improve conditions for the circulation of knowledge and for research and researchers, while preserving fundamental European research values such as scientific freedom and gender equality.

The call for comments will remain open until 10 September 2025. It is the first stage in the consultation process for the ERA Act.
