On September 1, 2011 Scientific Libraries of the SINS Andrzej Sołtan Institute for Nuclear Studies and IAE POLATOM Institute of Atomic Energy were merged into NCBJ Scientific Library in Świerk. The Library profile includes: nuclear physics, elementary particle physics, plasma physics/technology, cosmic radiation physics, astrophysics/elementary particle atronomy, nuclear electronics, ionizing radiation detectors, accelerator physics, nuclear medicine, nuclear power, nuclear reactor physics/technology, applications of nuclear techniques, nuclear safety, radiation protection/monitoring, condensed phase physics, material sciences, isotope metrology, computational techniques. Collection of publications on environmentally friendly sustainable energy sources, radioactive waste handling and safety of operation of MARIA research reactor are of particular interest.
The entire library collection amounts to 44,582 books and 2,422 journal titles (including about 18 currently subscribed titles).

The purchased collection includes all English-language Springer books from first editions in the 19th century up to 2019 inclusive, except for the 2016 collection and the Intelligent Technologies and Robotics Robotics 2019 collection, which were not funded in 2020. The purchased collection also includes books with the Palgrave Macmillan imprint published after 2016, when the publisher was incorporated into Springer. Springer also hosts older Palgrave Macmillan books (so-called Palgrave Legacy), but they are not covered by the national license. The purchased English-language collection includes over 137,000 volumes, see catalogs: 1888-1989, 1990-1999, 2000-2004, 2005-2009, 2010-2014, 2015-2019 (update: last catalog does not include unpurchased resources from 2016 and Intelligent Technologies and Robotics Robotics 2019). Catalogs in various scopes and formats can be generated on the publisher's website (select “Collections with reference works”, “English”, all subject collections, then in “Legacy” leave only first 4 collections and disable all “Palgrave”). oaFindr database is a search engine for reviewed open access papers (in green, gold, or hybrid form) published in scientific journals all over the world, in any language. Access to the database allows for increasing the quantity and substantive range of published scientific papers and enables you to use the collection of over 25 million peer-reviewed open access articles.

How to save time and money by taking advantage of the access to 25 million scientific articles

InCities – addendum to Web of Science
Ministry of Science and Higher Education has ordered a pilot license for access to InCities tool on platform Web of Science for 2018. InCities is used to analyse data stored in databases SCIE, SSCI, JCR and ESI ad is allows to compare scientific heritage of researchers and institutions, analyse usage of journals in institutions, develop research strategies and can aid in publication and staff-administrative decisions, see compendium. At the beginning pilot license included 79 institutions selected by MNiSW. These were academic institutions including all units from the A+ category, universities meeting the requirements needed to aply for programmes „Research school” and „Regional excellence initiative” and governmental agencies that fund scientific research: MNiSW, NCBiR, NCN and NAWA. In October the license has been expanded to all institutions registered in national license Web of Science.
InCities is also available from all IP numbers registered by institutions to WBN national licences. Each user wishing to utilize the tool must have a personal account on the Web of Science platform. The account can be made by choosing the „Sign in” option in the menu and then „Register”, see compendium: tab „dostęp i logowanie”. Warning: users, who already have a personal account on Web of Science platform, should log out of their Web of Science account before their first entry to InCities, then clear out their browsers data, and log in directly through InCities website using login and password of their personal account on Web of Science. An instruction for proxy servers administrators is also available.

Elsevier Open Access Publishing Program under the National License

The program will be resumed after the Ministry of Science and Higher Education (MNiSW) grants funding for 2026 and a new agreement with Elsevier is signed.
We expect the program to resume no later than May 2026, similarly to 2025.
Articles accepted for publication in 2026 after the agreement with Elsevier is signed will be eligible for the program. The date of manuscript submission is not relevant.
Elsevier does not provide retroactive inclusion for articles accepted for publication in 2026 before the program is reactivated.
Author affiliations are verified by local administrators at participating institutions. Contact information for local administrators is available at: wbn@icm.edu.pl.

Author journey: publishing open access with Elsevier under a Read and Publish agreement
Each year, the Elsevier national license agreement includes publication of a limited number of articles exempt from the Article Processing Charge (APC).
In 2025, the agreement covered 1084 articles. Between 2022 and 2024, the agreement covered 1013 articles annually.
In 2022, a total of 1013 articles were published, as well as an additional 465 articles due to delayed signing of the agreement and Elsevier postponing program closure (Elsevier data from 27.01.2023).
In 2023 and 2024, the program operated from 1 January until the annual article pool was exhausted:
- the 2023 pool of 1013 articles was exhausted on 05.12.2023,
- the 2024 pool of 1013 articles was exhausted on 23.10.2024.
In 2025, the program was launched on 6 May, and the pool of 1084 articles was exhausted on 15.10.2025.
Who can participate in the program?
The program is intended for corresponding authors affiliated with institutions covered by the Elsevier national license and maintaining an administrative account in the Elsevier Open Access Platform (EOAP) for affiliation verification.

According to the agreement, the corresponding author is the only author responsible for managing the publication process from submission to acceptance and for communication with Elsevier.

Open Access Publishing Program under the IOP Consortium License 2026–2028

Following the allocation of funding by the Ministry of Science and Higher Education (MNiSW), a new three-year agreement with IOP will be signed.
The publisher decided to continue the publishing program throughout January, February, and March 2026. If no funding decision is issued by the end of March, the publisher will either:
- extend the operation of the program, or
- offer retroactive conversion of articles published in the subscription model before the new 2026–2028 agreement is signed.
The program is intended for corresponding authors affiliated with institutions participating in the IOP consortium.
The program covers all hybrid and fully open access IOP journals, according to: Lists A, B, C, and D available on the publisher’s website , as well as all publication types.
The program enables publication under a CC BY license without any publication fees and includes an unlimited number of articles accepted for publication during the current year.
Program statistics
- 58 articles were published in 2020,
- 60 articles were published in 2021,
- in 2022, the program included a pool of 60 articles, exhausted on 15.11.2022, later extended by the publisher by an additional 10 articles, which were used by 31.12.2022,
- since 2023, the article pool has been unlimited,
- 94 articles were published in 2023,
- 130 articles were published in 2024,
- 136 articles were published in 2025 (the program operated from 1 January 2025 with an unlimited article pool).
IOP identifies articles eligible for the program based on the affiliation provided by the corresponding author during manuscript submission.
After acceptance, the publisher sends article information to ICM. Once the affiliation is verified, ICM confirms inclusion of the article in the program.
Under the system introduced by IOP in 2021, authors complete an additional form during peer review or immediately after article acceptance.
This form allows authors to select Open Access publication under the program while retaining copyright ownership.
If the author:
- opts out of Open Access publication, or
- informs the publisher that publication costs will be covered from another source,
the article will not be included in the program.
Corresponding authors who do not receive an Open Access offer under the program after article acceptance may contact ICM at: wbn@icm.edu.pl.
The message should include manuscript pages containing:
- the article title,
- the list of authors,
- author affiliations.

Springer Open Access Publishing Program under the National License
The program enables authors affiliated with Polish academic institutions, including the National Centre for Nuclear Research (NCBJ), to publish open access articles.
Publication costs are covered by funding from the Ministry of Education and Science (MEiN).

The Open Access publishing program was resumed on 24 April 2026 with a pool of 1381 articles for the year 2026.
Starting from 2026, authors may choose a subscription publishing model in the “Publishing and rights” form. Nevertheless, authors are still encouraged to publish Open Access whenever possible.
The publisher does not allow retroactive inclusion of articles in the program. Only articles accepted for publication after the relaunch date are eligible.

The program enables authors affiliated with Polish academic institutions to publish open access articles in Springer hybrid journals.
The program also includes 62 journals that changed their publishing model from hybrid to fully open access in 2022.
Article Processing Charges (APCs) are covered through the Springer national license funded by the Ministry of Science and Higher Education (MNiSW).
Program statistics

In 2022, 992 articles were accepted under the program, including:
- 180 articles between January and February using the remaining 2021 pool,
- 812 articles between July and December under the new 2022 pool.
The program was suspended between February and July 2022 due to delays in confirming MNiSW funding for 2022.

In 2023, 1836 articles were accepted under the program, including:
- 512 articles between January and April using the remaining 2022 pool,
- 1324 articles between May and December under the new 2023 pool of 1350 articles.
In January 2024, the final 26 articles from the 2023 pool were used.
The program resumed at the beginning of April 2024 and continued until 06.12.2024, when the pool of 1466 articles was exhausted.
In 2025, the program resumed on 28 April with a pool of 1378 articles, later increased to 1518 articles.
The program closed on 30.12.2025 after the entire pool of 1518 articles was used.
Who can participate in the program?
The program is intended for corresponding authors affiliated with institutions covered by the Springer national license and maintaining an administrative Article Approval Service (AAS) account for affiliation verification.

The affiliation of the corresponding author should appear in the article header with sufficient detail to enable unambiguous identification with the institutional list.
Corresponding authors may provide more than one affiliation. At least one affiliation must match an institution eligible for the program.
Affiliations of co-authors are not relevant for program eligibility.

Open Access Publishing Program under the OUP Consortium License – access to the Math & Physical Sciences Collection 2026

The 2026 program has been launched with an unlimited article pool.
The publisher allows retroactive conversion of articles published under the subscription model during the suspension period into Open Access articles.
The program is intended for corresponding authors affiliated with institutions participating in the OUP consortium that:
- subscribed to any subject collection including the full range of new journals (collections marked “2026” in the title),
- and joined the publishing program.
Only hybrid journals are covered by the program, according to the: 2026 journal list , specifically journals marked “Yes” in column C (361 titles).
The OUP program does not cover:
- selected hybrid journals owned by scholarly societies that do not participate in transformative agreements,
- fully open access journals (Full Open Access).
However, corresponding authors from institutions participating in the program are eligible for a 10% APC discount in fully open access journals.
Program statistics
- In 2020, the article pool included 204 articles, of which 30 were used.
- In 2021, the pool included 100 articles, of which 62 were used.
- In 2022, the program covered 70 articles, and the full pool was exhausted.
- Since 2023, the article pool has been unlimited.
- In 2023, 90 OUP articles were published (data updated on 05.03.2024).
- In 2024, 65 OUP articles were published (September 2025 data, updated on 18.01.2026).
- In 2025, the program resumed on 13 May with an unlimited article pool; 95 OUP articles were published in 2025 (data from 25.01.2026).
Authors of accepted articles should complete the online form according to the: publisher’s instructions .
Note: a new version of the instructions was released by the publisher on 15.05.2025.
Authors must provide their affiliation with an institution participating in the program. The affiliation will then be verified by the publisher.
It is recommended that corresponding authors use an institutional email address associated with a participating institution to facilitate verification.
Retroactive Open Access conversion
Authors affiliated with institutions participating in the 2026 program who publish articles under the subscription model during the suspension period (from 1 January until the relaunch of the program) may convert those articles to Open Access within the program.
The publisher will contact eligible authors directly. Authors wishing to proceed with the conversion must confirm their decision by email (“opt-in” procedure).

Science Advances Open Access Publishing Program under the National License

The program continues without interruption in 2026 with a new pool of 10 articles.
The program may be suspended if the Ministry of Science and Higher Education (MNiSW) does not provide funding for the Science Advances license for 2026 during the first quarter of the year.
In 2025, the program was launched on 28 April 2025 with a pool of 10 articles.
Science Advances Workflow – instructions for authors
The program is an extension of the national license providing access to the journal Science.
The journal Science operates exclusively under the subscription model, while open access publishing is offered through the separate Open Access journal: Science Advances .
The national Science license funded by MNiSW covers publication costs for up to 10 articles per year authored by researchers from Poland in Science Advances.
The program is intended for corresponding authors affiliated with Polish institutions covered by the Science license who list this affiliation on the article title page.
The publisher’s system automatically identifies articles eligible for the program based on the affiliation provided by the corresponding author.

Wiley – Access to the Journal Database
Under signed agreements, NCBJ has access to the Wiley database.

The Wiley national license covers 491 journals, according to the: 2026 catalog .
The license provides access to journal archives from 1997 onward via: Wiley Online Library .
Until 2021, the Wiley license included access to the complete collection of: approximately 1383 titles .
Due to funding limitations, the license was reduced to approximately 490 journals with the highest usage in Poland.
Wiley Open Access Publishing
The publisher has presented a proposal for a transformative agreement for 2026. We are currently awaiting the MNiSW funding decision.
Due to limited funding, the Wiley national license has not included an Open Access publishing program so far.
Previously, the publisher offered a special discount for Polish academic institutions that created an individual Wiley Open Access Account to support and finance Open Access publishing in Wiley journals.
